The MVV website says that Partner Day ticket (All zones/Gesamtnetz(entire network)) is 18 Euro. Does this allow my family (2 adults and 2 children) to take the S8 train from the airport to downtown?

Yes. To downtown or anywhere else inside the MVV area.
MVV day tickets are valid till 6am next day.

I%26#39;d like to add that you have to stamp the day ticket once when entering your first station or bus at one of the blue boxes near the entrance.
